2007-2008 Building Codes Legislation

Bill #

Name of Bill Sponsored by Position Description

S.B. 192 -

Action Item

Plumbing Code Gardner, R - Bowling Green Support Thus bill authorizes a board of health to contract with a board of county commissioners for a county building department to inspect plumbing in buildings within the health district.

TBD -

Action Item

2006 IECC Ohio Energy Code   Support a delay in the 2006 IECC Energy Code until 2009 The Ohio Board of Building standards (BBS) approved a delay of the effective date of the 2006 energy code for 1-2-3 residential construction until January 1, 2008.  Officially, the board adopted the recommendation of the RCAC and approved a period of alternative compliance with energy codes.  OHBA is working on securing a legislative fix that will delay the code for another year.  The delay will allow the RCAC to examine the code and hopefully make changes to it.

HB 257 -

Current Issue

Home Inspectors Certification Schneider, R - Maderia Watch This bill enacts sections of the Revised Code to require the certification of home inspectors and to regulate the certification and performance of home inspectors.
Litigation City of Dublin vs. Ohio Board of Building Standards     The city of Dublin has challenged the statewide building code on the grounds that it violates a city's constitutional home rule power.  The case is set for trial in June 2008.  OHBA has been in contact wit the Attorney General's office and is committed to helping in any way.  This case will probably prove to be a landmark case for enforcement of the statewide residential building code.
